THE CITY IS FACING A LAWSUIT OVER ITS MOVES REGARDING THE STATUE.  CITY ATTORNEY CRAIG BROWN ALSO SAYS THERE ARE SOME ISSUES WITH THE WORDING OF THE RESOLUTION TO SELL THE STATUE, SINCE IT VAGUELY DEMANDS THAT THE STATUE NOT BE USED TO EXPRESS AN IDEOLOGY.   CITY COUNCIL WES BELLAMY STARTED THE PUSH AGAINST THE STATUE LAST SPRING, SAYING IT MADE AN ENTIRE SEGMENT OF THE COMMUNITY FEEL STORY DETAILS:  GOOCHLAND SHERIFF'S DEPUTIES SAY THEY ARE WAITING ON THE MEDICAL EXAMINER'S OFFICE, AS THEY CONDUCT A DEATH INVESTIGATION INVOLVING A MAN IN A WHEELCHAIR AT AN APRTMENT OFF BROAD STREET.  THE MAN, 38-YEAR OLD PAUL CHISHOLM, WAS FOUND IN HIS WHEELCHAIR EARLY THIS (MONDAY) MORNINGBY A NEWSPAPER CARRIER.  THERE WAS ALSO A TRAIL OF BLOOD BEHIND HIM, AS HE APPARENTLY DRAGGED HIS FEET BEHIND HIM AS HE WHEELED AROUND THE COMPLEX.  DEPUTIES SAY FROM WHAT THEY CAN TELL THERE ARE IS NO NEED FOR ANYONE ELSE IN THE COMPLEX TO BE CONCERNED, AND THEY ARE NOT SEARCHING FOR A SUSPECT.

STORY DETAILS:   THE US EDUCATION DEPARTMENT'S OFFICE FOR CIVIL RIGHTS HAS ANNOUNCED IT IS INVESTIGATING ALLEGATIONS THAT RICHMOND PUBLIC SCHOOLS DISCRIMINATE AGAINST AFRICAN-AMERICAN STUDENTS, AND STUDENTS WITH DISABILITIES.  THE INVESTIGATION WAS PUSHED BY THE ACLU OF VIRGINIA AND THE LEGAL AID JUSTICE CENTER.  THEIR ANALYSIS OF STATE NUMBERS FOUND AFRICAN-AMERICAN STUDENTS WITH DISABILITIES IN RPS WERE 13 TIMES MORE LIKELY TO BE SHORT-TERM SUSPENDED.  THEY ALSO FOUND THAT WHILE THE DISTRICT IS 75% BLACK, AFRICAN-AMERICANS WERE 90% OF THE SHORT TERM SUSPENSIONS, AND 94 PERCENT OF THE LONG TERM SUSPENSIONS.   THE ACLU SAYS THIS IS AN ISSUE IN OTHER DISTRICTS AS WELL BUT THEY HAD A GOOD CASE WITH RICHMOND, AND BELIEVE ADDRESSING IT IN THE STATE CAPITOL SENDS A MESSAGE.  A RICHMOND SCHOOLS SPOKESMAN TOLD THE ASSOCIATED PRESS SHE COULDN'T IMMEADIATELY COMMENT MONDAY (TODAY).

STORY DETAILS:   THE US EDUCATION DEPARTMENT'S OFFICE FOR CIVIL RIGHTS HAS ANNOUNCED IT IS INVESTIGATING ALLEGATIONS THAT RICHMOND PUBLIC SCHOOLS DISCRIMINATE AGAINST AFRICAN-AMERICAN STUDENTS, AND STUDENTS WITH DISABILITIES.  THE INVESTIGATION WAS PUSHED BY THE ACLU OF VIRGINIA AND THE LEGAL AID JUSTICE CENTER.  THEIR ANALYSIS OF STATE NUMBERS FOUND AFRICAN-AMERICAN STUDENTS WITH DISABILITIES IN RPS WERE 13 TIMES MORE LIKELY TO BE SHORT-TERM SUSPENDED.  THEY ALSO FOUND THAT WHILE THE DISTRICT IS 75% BLACK, AFRICAN-AMERICANS WERE 90% OF THE SHORT TERM SUSPENSIONS, AND 94 PERCENT OF THE LONG TERM SUSPENSIONS.   THE ACLU SAYS THIS IS AN ISSUE IN OTHER DISTRICTS AS WELL BUT THEY HAD A GOOD CASE WITH RICHMOND, AND BELIEVE ADDRESSING IT IN THE STATE CAPITOL SENDS A MESSAGE.  A RICHMOND SCHOOLS SPOKESMAN TOLD THE ASSOCIATED PRESS SHE COULDN'T IMMEADIATELY COMMENT MONDAY (TODAY).

STORY DETAILS:   GAS PRICES IN VIRGINIA NOW AVERAGE $2.23 A GALLON.  THAT'S UP A CENT SINCE FRIDAY, 14 CENTS SINCE LAST MONTH, AND 29 CENTS FROM THIS POINT LAST YEAR.   THE NATIONAL AVERAGE, MEANWHILE, IS AT $2.41, THE HIGHEST POINT SO FAR THIS YEAR.  GAS PRICES HAVE BEEN RISING RECENTLY AS REFINERS HAVE BEEN SWITCHING TO SUMMER BLENDS OF FUEL. VIRGINIA STILL IS WITH IN THE TOP 10, AT 10, IN TERMS OF THE LOWEST AVERAGE PRICE PER GALLON.
